Used to fasten the ends of bracelets or necklaces together, along with a jumpring or metal link chain.
 
You would use pliers to bend the metal nearest the hinge closed to lock around your jump ring or wire loop.  The opposite end can then open and close around the jump ring or metal loop on the other end of your jewellery piece.
